Abstract

The transformation of traditional political institutions among the Maram Naga in contemporary Manipur reflects to the lived experiences of a community negotiating continuity and change in everyday governance. For generations, this tribe organized political life around village-based institutions led by chiefs and council of elders, guided by customary law that shaped land relations, conflict resolution, ritual obligations, and social norms. These institutions were not merely administrative structures; they embodied shared values, collective memory, and moral authority within the community. Over time, colonial intervention, Christianization process, and the incorporation of tribal areas into India’s democratic framework introduced new forms of authority and political participation. Statutory village bodies, electoral competition, formal education, and state-sponsored development programs reshaped patterns of leadership and decision-making, often placing customary institutions in dialogue with modern administrative systems. However, rather than disappearing, indigenous norms continue to influence local governance, sometimes subtly and sometimes explicitly, indicating the community’s efforts to reconcile inherited practices with contemporary demands. Based on qualitative analysis of secondary sources, this study situates the Maram Naga experience within wider discussions on indigenous governance, legal pluralism, and state-community relations. It argues that the present condition of Maram political institutions is marked by negotiation and adaptation, revealing how tradition remains meaningful even as new political realities unfold.
